Will there be any downtime or data loss during the upgrade of my VPS to a higher plan?

No, there is not a single second of downtime during the upgrade nor is there any data loss. The whole upgrade of the VPS is a smooth process where the "only" noticeable difference is the significant increase of performance and other specs stated per the plan you are upgrading to (e.g. disk space, RAM, etc.).
